ITA filling documents while not being in my country of residence

Hello all!

I am a Lebanese citizen, and currently I am in the pool for skilled labor.
If I get an ITA can I send my documents from any country in the world, maybe Canada as well?

Or I should finalize all the documents from Lebanon (country of citizenship and residency) until I get the final answer and the visa?
