I applied in 2007 as well under Management Analyst (1122). However my updated documents which was requested in 2009, i sent my new job title System Administrator(2281).
However i was just 2montsh into the new job that time, Do u think they will assess based on the previous job or the current one.
 
I have applied in 2007 in 2281 catagory , my representative suggest to me , you will not suppose to change your main duities until or unless you will get the VISA.

but still status show inprogress
 
I worked 6years as IT manager and Network manager with management skills but job role purely IT Manager as mentioned under NOC 0213, but right now working as Systems admin in the USA on H1b since 4years. I eaen some money and used my last 6years experience letter, I got AOR, I have many skills in IT to work. for example Scada PLC specialist, MS windows and Exchage server admin, network admin, sys admin, network technician , field technician, systems analyst, storage admin etc.
Lets see we can get job in canada or not in future..... my cousines and friends told me that systems admin, networking, CCNA MCSE MCSA A+ etc certification holders have good job with salary >70000/year. thats true even because my one friend working in Toronto and he earned >70k , even another friends dont have good more certifications of third parties they earn less.

Good jobs require Canadian Bachelors degrees.
Industry certifications also help as omm said.
You need true skills, if you have them, you can still demonstrate or claim your quality to the employers.

I have done some research by calling up friends and relatives in Toronto to find out about opportunities in IT. Although general trend is not very strong , there sure are pockets of value. For e.g. in the networking and sytems field, there are tremendous opportunities for Vmware certified professionals and CCIE (storage and networking) . Average salary offered is above $102000 annually.
Next in line is PMP certified PMs who are in demand but with international exposure. BI consulting (Business objects, Cognos) is another very strong demand area.

There are few more but to put it generic, there are opportunities for niche skills.
