464 is correct for your age, but your language skills are not optimal so you won't get that. With clb9 you will stand a strong chance of getting an ITA at some point in the future.

Your language results are not optimal. Improve your IELTS score to CLB9 and you will be able to get a much higher CRS.

What is being said is if you get CLB9 scores in IELTS, 8777 in LRWS, then you have possibility to go to 464. Now you don't have CLB9, so it is only 395 and it is correct.

This is right, you are not maxing out your IELTS. You are losing considerable points on your writing exam.
 
One other thing to note is that since a score of 464 is right on the border of the possible CRS cut-offs, it would also be worth improving the IELTS scores of your spouse as well. It will only make a difference of a few points, but in your position a few points might mean the difference between receiving and not receiving an ITA.

You only missed the writing part. That one is the only that does not reach CBL 9 (you will need min IELTS 8 from listening and 7 from everyhing else). And that one score is cutting you off from additional 58 points.
Here is the funny part. From the point of Canadian NOC system, you will find whole bunch of jobs which you can get with little to no work experience, but they will still be type B (or maybe even A). Another funny fact is - for federal part your job experience and your education does not have to match at all.

And yes you are correct, score of 527 is impossible to achieve without any Canada connections (Education in Canada, Work experience, LMIA or certain LMIA extempt job positions, spouse work experience in Canada).
In your case, when maxing your IELTS you would be reaching somewhere around 460 points and not more.
 
Best of luck to your application :) Just as what others suggested already, it would be to your best interest to re-take IELTS and aim for a better overall score. That will help your CRS a lot.
