Both these things are the criteria to enter the EE pool, without which applicant wouldnt be given invitation to apply.

I had to register for the IELTS about three to four weeks ahead of time and then the results were a few additional weeks. The ECA was supposed to take four weeks and took nine weeks. By the time I received my ECA results the processing time was up to 11 weeks last fall.

My advice is to send in the ECA immediately and register for the IELTS and begin studying for it if you need to. If you are lucky both of them may be ready around the same time.
