Is WES report sufficient as authentication of foreign university degree

Hi,

Do I need to authenticate my foreign degrees prior to landing to Canada? That is, go to the ministry of eduction, then ministry of foregin affairs and lastly Canadian embassy? or is my ECA report from WES enough?
