Is Transcripts required for PR work visa

I heard that
i. Transacripts are used for eca,and
ii. ECA is required for WES.


I am going to apply for PR and want to work there.I have 10+ years of experience in software industry and I would like to take my Family (wife+ one kid) with me. I am currently preparing for IELTS and soon will get the scores.

1. Can anyone guide me what are the steps we have to follow to apply for PR.
2. Do Transacripts necessary even when we apply for General?
