Also Another question

As a President of a Canadian Community here in Canada would that help my case
Giving $10k to the judge would give you more chances than that.

Yes - it would certainly give you more than that. It would give you a criminal record.

It's true. You can even apply just the day after you become Permanent Resident.
Actually you can't. The current old rule states that you must be PR for at least 2 years. So you cannot apply for citizenship after you become PR. Your application would get denied.

But you can, in theory, apply for citizenship after 2 years as PR under the basic residency rule. You would be facing either a denial of your application or a long long journey to citizenship. The choice is yours.

The only way to get your Citizenship application denied is after you have APPLIED for the Citizenship, so briefly indeed, yes, you CAN apply.

The OP subject is very clear and ask whether you can apply or not, not if Citizenship will be granted :p

Yes in a sense that you can apply if you want to apply the literal sense that anyone can apply. Sure anyone can apply for citizenship, even your pet (you can complete the application on behalf of your pet).

My post was directed at neutral's post that anyone can apply even though they don't or can't qualify. Not at the OP at all.

If I am reading your post correctly, you will gather 1095 days in mid July than you will have no choice but to apply under the new citizenship rule.

According to the information you provided, you meet the basic residence requirement but you have not been physically present in Canada for at least 1,095 days (three years) in the four years (1,460 days) preceding the date of your application.According to the information you provided and assuming nothing else changes, you will accumulate 1,095 days of physical presence on 2015-07-17.

You do meet the basic residence requirement and can apply, short of 1095 days. However you will likely be put on a long non-routine application process eventually sent to the citizenship judge. Judges have been known to be applying Actual Physical Presence Test to grant citizenship or not.

So take your chances.

Everybody who met the basic residence can still apply.

The end result from all those applications will slow down the April - June batch a lot longer.
