Is this the right time to start process for PR Canada for foreign residents?

I'm planning to start the process for PR canada is this the right time to proceed further or should i wait for some time my crs score is 429 ?

I doubt it is you who can "start" the process. IRCC decides whether to start your PR process by sending you an ITA (invitation to apply) or not. All you can do right now is to create and express entry profile and improve your language scores, level of education and work experience (if not already more than 3 years) as much as you can. Then you just wait and hope you get an ITA.
