I am a US citizen who is preparing to apply for PR with sponsorship by my husband who is a resident of Quebec, Canada. Is this how our application process will work?:

1. I gather my police certificate, photos, and medical exam as well as our marriage certificate and anything we want to send in to prove our relationship (flight itineraries, pictures, letters, e-mails, chat logs)
2. Me and my husband fill out the proper paper work (he fills out the sponsorship forum, I fill out the PR forum) and we send them in together along with the proper paperwork and information.
3. My husband fills out the undertaking forum and sends it to Quebec.
4. We wait - I will be going to Quebec and hopefully staying until PR is approved starting November 2012.
5. Upon approval I send in my passport.
6. I get my passport back, cross the border back into the US, and then cross if again to get back into Canada as a PR.

If any of these steps are wrong or miss-placed, please let me know. I also have a few questions to ask which can be found below.

1. I plan on applying outland even though it is possible that I'll be in Canada when I apply. Is that legal? Which office do I send my application to?
2. The clinic where I want to get my medical exam done is in Montreal. Will this work with applying outland? They said that they will send my results to Ottawa, but should I ask them to give it to me instead so that I can send it in with my application?
3. Could I have all documents, letters, and such responses from the CIC sent to my husband's address in Canada or should I use my address in the states even though I won't be there often?
4. After approval, how long does it take to get my passport back? I wont' be able to cross the border without it which means I won't be able to leave or come back until they send it back.
5. How soon can I get my police certificate? Does it expire eventually?

Because of the vast amount of information available on the internet, I'm kind of confused. CAn someone give me clear answers, please?
 
Also, what are the picture requirement and where can I get them done at?

When I get my photos taken by the photographer, should I just get 8 copies? (4 to take with me to the medical, and 4 to send in with the application)

Yes that's fine! My husband is with me, and is American and we're applying outland. You are sending it to Mississauga, they will then approve your husband and then send to Buffalo. I'm not sure the actual details for Quebec though.

No. Let them send it to Ottawa, Buffalo will request it when the time comes. You will be given a sheet (it's green) to include in your application so they know where to request it from :)

Use the Canadian address as your mailing.

From my understanding(And I could be wrong) you can take it to Buffalo yourself. I'm not sure how long it takes if you have to send it in, I haven't gotten that far as you can see haha.

It SHOULD be within three months of sending your application. Your Medicals should be the last thing you do as you need to land before the expire(or else you'd have to redo them). FBI clearance takes about 2 months. That three months starts the date on the sheet.

The photo requirements are in the appendix of your visa office specific instructions. Take the one page to any photographer and double check their measurements before you leave. If you live close to a Canadian Embassy or Consulate they may have published photographers that are familiar with their requirements so check their web site.

The number of photos you need to mail in depend on your visa office - check the checklist portion of the visa office specific instructions.
