there are many college which first semester submission date is 1 week before class start...

atleast you should provide chc a reciept of comminmnt fees ....many college doesnot demand fees before visa but there is a commitmnt fees which is paid to confirm your seat in college atleast you should pay it.....
Because it is clearly written in the checklist that sumbit recpit of fees from college....it will make your case strong and positive
