Is there such a thing as Outland OWP?

Since it takes 1 year for PR(inland or outland), is there an option to apply for outland OWP? or is visitor visa the only option to stay together until PR is issued?

OWPs are only available inland.

I can't see the screen shot.

Again, open work permits associated with spousal sponsorship applications are only available inland.

If you were in Canada as a foreign worker or on a student visa, then your spouse could apply for a spousal open work permit outland. However this doesn't apply to spousal sponsorship where one spouse is already a PR.
