Is there any way to get a TRV for sure?

Me and my dominican husband are about to deposit our residency papers. But I want to go home for christmas (living in DR) as I was here in the dominican republic last christmas, so this one I want to spend in Canada, however I don't want the holidays without my husband, and I also need to go to the doctors for a checkup
Before we were married (married Aug13/10) we tried to get a TRV twice so he could meet all of my family.
And we were rejected twice.

Is there any sort of spouse visa or anything we can do

Chances are about slim and none, 2 refusals and now there will be a permanent resident application, the CIC/CHC will not believe that he is only going to visit and not remain permanently.
