If the reason for rejection has been worked upto the satisfaction of VISA officers and if the profile is clean in light of previous education and experience then I think yes.

What was the reason for rejection the first two times?

i think u shud change ur course coz ur frm elec bakground n wireles has nuthin to do wid elec.if u were frm elec n com background dn i wil say ur course is relevant.i think u shud go for sum course related to elec.

You should have changed it. Electrical engineering and Wireless technology don't seem to be related. Try reapplying to a University probably to Electrical Engineering Masters program or some related PG program in college.

I know we both made mistake and its telecomm but even then its not related.

@DV Even if we understand it doesn't seem so from the VISA officials point of view. They all work on the same set of provided rules and they work on instincts, so if once rejected, there are almost zero chances of it getting accepted again with the same course (unless ofcourse reason for rejection isn't study mismatch).
