She doesn't qualify for an OWP because you applied outland.

As said above, OWP is not possible for outland applications. Only inland. So unfortunately not possible for your spouse.

There's no thread that I'm aware of since it's not possible to apply.

I mean for Inland apps, not outland. Should have clairfied.
