Is there a point in applying for jobs on job bank before getting a PR decision?

So, my PR application is still being processed and is in it's 5th month after AOR.
I'm not sure when exactly i'm getting the final decision (seems like applications are gonna take more than expected due to COVID-19)
Plus there's always the chance to get a rejection.

Is there a point in applying for jobs, since i don't know when i'll get to Canada if at all?
what am i supposed to tell the interviewer ? "wait indefinitely t'ill i get there"?

Plus i found it kinda weird that CIC is pushing Job Bank so early.
Is there something i'm missing?

Did you manage to figure out what to do? I am thinking of applying for jobs as well while I wait for a decision on my PR application. Just wondering how to mention to recruiters that I am a candidate for express entry.
