is there a difference between canadian visa office and cpc?

Whom am I suppose to contact now, I uploaded my new passport via case specific enquiry form.
How do I contact visa office directly?
iam a provincial nominee and i applied from within Canada, My wife is still in India. I tried calling the call centre and they suggested me to wait. but the email clearly asks me to contact them Canada Visa Office. Do i contact New Delhi.

Please help. Below is the email I have received recently.

These are standard scripted emails which are bizzare in most cases. You file is likely with CIO - Sydney office unless you received your AOR email from local visa office email address.

Can you tell me when does the actual processing time start, when they recieve the file or when they issue you the file no.
My file is pnp via mail so it says 16 months and i sent them my file in feb'2016...

Its calculated from the date they receive your complete file and not AOR. Have you not had any communication from them still? Its raining PPRs for folks from your batch. Call IRCC if you are close to 16 months to make sure your file is not stuck someplace. All the best!

i did call them and she said to wait atleast 3weeks more. I added my spouse in sep last year and then my new passport this year in feb. I got my medical request in january this year so do u think these updations might have caused the delay?
