Is the outland application refused by the CIC without sending it to visa office?

The first questio box on the sponsor form asks what you want to do if its refused. Continue or refund.

if the file continues without a sponsor, then it is a waste of time and money because it can not be approved without a sponsor. if the sponsor is deemed ineligible, then it's best to cancel the PR application, figure out if the issues with the sponsor can be fixed, and reapply when eligibility isn't an issue.

Yes this will affect you, but not your sponsor. How it affects your application totally depends on the circumstances. Have you been banned from Canada? If you have, then your application will be denied. You will get DM and a letter. They will most likely not return your application, just any original documents.

If you have just a minor misrepresentation, you will probably end up with an interview at least.

Your misrepresentation would not affect the sponsor part though, you'd have to wait and see what happens when it gets to your part.


Edit: So I read a couple of your posts, if you are banned from Canada until May 2016 how were you applying for citizenship last year? Are multiple people using your account?

Since your misrepresentation seems to be job related, if you apply for spousal category this time you can expect a lot of extra scrutiny and an interview. You will have to create a very good application. You may also have to go through the ARC process.

There is no point in submitting your app until your ban is finished.

You will not need an ARC, as you were not removed from Canada.
