A friend of mine missed her 45 day deadline to respond to the Ontario Letter of Interest.

They are saying now that we need to make a new profile in order to be eligible again. The last time HCP was issued was in March. Is it still open? Is there hope if we create the profile again?

Your friend is out of luck. She needs to create an EE profile, wait for the next round, and hope she's selected again.

That we can create but the last round for HCP was on March 26. Are they still inviting people?

No. That's why I said she has to wait for the next round. No idea when that will be or if she will be selected.
