Is Statutory Declaration form IMM 5409 Compulsory?

Hey Guys,

I am applying for FSW from Australia and I am very finished compiling all the documents required. I was bit confused as to whether form IMM 5409 statutory Declaration from is compulsory to be filled and submitted with other application forms? I am married however my wife will be not be accompyning me at this point of time

Any help suggestion is very much appreciated!
