what about the Celpip test and material and the APEGA test fees etc....Are these tax deductible??

No!
You cannot claim ANY expenses from PR costs,not for PR,not for medicals,not for CELPIPS,IELTS,police certs,plane tickets,rent,visa's or anything at all related to PR or coming to Canada.
