Is PNP tied to the person or EE profile?

I've got Ontario PT letter and I would like to apply for it as a backup. If I get ITA soon (my CRS is 450) and after submission it will be refused for some reason, can I create another EE profile and use my PNP if I get nominated? Or PNP is tied to the EE profile that got me PT?

If anyone is interesed in an answer:

Provincial invitation and nomination under EE are tied to a specific EE profile. If you apply basis an ITA from the same profile where you received an invitation, that profile will be locked and you won't be able to use the invitation to secure a potential nomination.
