Is Pharmacy Assistant is eligible under CEC?

Hi Guys

I really need your help.

I finished my graduation in Pharmacy Technician 2 years program in April 2012.
I got a part time job as a Pharmacy Assistant because "Pharmacy Technician" is a protected title and the person has to be registered with the provincial authority to work as a Pharmacy Technician.

As per HRSDC, there are 2 different NOC codes for Pharmacy Assistant,
1) NOC 3414 is for Pharmacy Supply Assistant
2) NOC 3219 is for Pharmacy Technical Assistant

My job title does not specify weather I am a technical or supply assistant but my job duties are technical.
Am I eligible to apply as a Pharmacy Assistant (NOC 3219) under CEC?

Then you are technical. DUTIES are the main thing in classification.

I am a Pharm D graduate from India.
I have got an admit in Sheridan college for Community Pharmacy Assistant Program.
I have an overall IELTS score of 7 L-7.5, R-7.5, S-7, W-5.5
Will there be problem obtaining a study permit, considering that i am Pharm D graduate applying for pharmacy assistant program.
