I am from India and I wish to migrate to Canada. I have a bachelors degree in Mechanical Engineering. I was thinking if I could get a PG diploma of 1 year from to boost my CRS. Is this the right step? Assuming that it is, would a distance program be considered valid?

A distance program could be valid, but the process for accreditation is simpler if you just do it as a normally taught course.

You'll be eligible for additional points associated with 2 or more degrees, one is at a 3 year degree. The other qualification has to be at least 1 year full time diploma.

So you'll gain those additional points.
 
I have completed a postgraduate diploma, distance learning of 1 year duration and had it assessed by WES as the same.
It could definitely boost your score just be sure to check that WES or ICAS etc assesses qualifications from the distance learning institute that you choose.
