Is Passport Card considered as a National Identity Card

Hi. I am applying for PR. My husband is a US Citizen and has a Passport Card. In the Generic Application form there is a field for National Identity Card under Dependents section. Do i enter his passport card number there. Is Passport Card a National Identity Card? Please Help.
