is Only Express Entry Profile can prove that CIC has accepted application for PR

Applicant who meets the eligibility requirements for permanent residency
status:
A person who has met all the preliminary requirements for permanent
resident status and presents a copy of the letter that confirms that Citizenship
and Immigration Canada has accepted his or her application for permanent
resident status.

My Question :-
I want to ask whether only Express Entry Profile (Did'nt get any ITA) can be eligible for above requirement

No. Not even the ITA is proof enough.

The proof is called eAPR which is received after paying the required fee and submitting a complete post ITA application within 60 days of receiving the ITA.
