Is ODN the same as GCMS notes

Hi All

Is ODN(officer decision notes) the same thing as GCMS notes? My sister's visit visa was refused. The application was very strong and that is why i want to know the real reasons for rejection.

Possibly. What were reasons? How long was visit? She can order GCMS notes and find out. Strong profile is her own funds/cash in the bank, strong travel history to US, UK, NZ and AUS, reasons to return (spouse, children, job letter with approved leave, business, income property). If single, the profile will not be strong.

Visit was for 10 days only. She had enough of her own funds, stable job, 2 dependent Kids(both under 10). The only week link was no previous visit to UK, US, EU etc, although she has been to many gulf countries but i know that doesn't count.
Only one reason was given which is pretty lame,

"I have reviewed the application. The purpose of the applicant's visit to Canada is not consistent with a temporary stay given the details provided in the application. The applicant has significant family ties in Canada. Weighing the factors in this application, I am not satisfied that the applicant will depart Canada at the end of the period authorized for their stay. For the reasons above, I have refused this application"
This is incredibly frustrating, especially when the reason cited—having family in Canada—is the very reason she wanted to visit in the first place. She still have her husband and kids and my other brothers in Pakistan. She applied alone.
Can someone tell how to request GCMS notes.
