Is NOC 5131 eligible for Express Entry

Hi, can someone please advise if NOC 5131 is eligible for express entry profile?

My friend has tried to submit his profile multiple times but every time he gets an error stating that his profile is ineligible. whereas on the 'Come to Canada Wizard' it says he is eligible. Tried writing to CIC but their response is generic and does not helps with resolution of the problem.

Some expert help would be highly appreciated.

EE is NOC agnostic so NOC 5131 isn't the reason.

Ask your friend to check if they score at least 67/100 on this grid.

Thank you! I somehow skipped this step for him. He is scoring 66 and with some amendments in his application, he should make it through.
