they haven't mentioned yes in it. Is there a gap of 69 more application.

The following statement was made on the same link you shared: "While we can’t confirm how many of the pending applications will be added to the cap total, keep in mind that any NOC that is nearing 1,000 total applications may be full by the time we receive your application at our office if you apply today."

I advise you to consider an alternate NOC e.g. 1114, 0111 or 0013. Check out their job duties and see the one that matches closely to your duties.
