Is it required to include your work permit in the paper-based application?

I did not include mine because I sort of missed the note in the document checklist and I automatically assumed it was not necessary since I was already in Canada and was dealing with IRCC which should have a copy of my WP in their system.

If you live in a country other than your country of nationality, include a photocopy of your visa for the country in which you currently live.
Section 9: Travel documents and passports

My questions are: If a Canadian WP's required to include in the application, how big a deal is it for me? May I submit my work permit via the webform if IRCC asks? Will it result in a refusal/return of my paper-based PR application?
