Is it possible to put application before IELTS?

Hello,
My name is Saad and I just want to en-quire that can one apply before appearing in IELTS?

I want to apply under new FSW 2013 scheme.

Further I've bachelors degree in Computer Science from UK do I need to assess it ?

No - not possible. You must include IELTS results and the education assessment with the application.

If you submit an application without IELTS and/or without the educational assessment - the application will be automatically refused.

And what if I submitted my documentation without my spouse IELTS result, my self sessment score more than minimum requirement without his result...will they refuse me stating incomplete documents without calculating my points.I have attached written explanation too that why I cannot submit my spouse result now...his twest date is on 22 june 2013..
Please guide

If you are not claiming points for spouse IELTS, then its fine.....no need to write letter also for that.

If you are claiming points and you are not attaching spouse IELTS, then your application will be returned

I have applied to FSWP without my spouse IELTS result. I have written the explanation too that why I couldnot subimit now.But I have not mentioned whether am claiming the spouse IELTS points or not....
My self assesment results I Score minimum requirement points without spouse result(i.e 70 points) but there is question that is your spouse proficient in English & in Documnet checlikst-Spouse proficiency certificate ...so I have attached the written explanation along with the test confirmation mail of my spouse on 22 june2013.To avoid delay I sent the documentation but now am worrying if they reject stating the incomplete documents without calculating my points.
As far as I know they first check the completeness of documents and then points calculations...What should I do now in this stage?
