Yes, then the Social Services Dept. informs, Immigration and they refuse the application.

Ya but how the social department is gonna realise tht this peron have sponsored someone?

Because in most family class sponsorship's CIC checks with the Social Services to see if the person is collecting, especially if they have collected before and social services usually puts a note on the persons file.

I meant, if my wifes sponsorships application has already been approved... can she go on welfare after? They are just working on my application, but hers is approved!

Your question has already been answered by PMM. NO - she cannot go on welfare after her part of the application has been approved. She must remain off welfare for the entire processing period of the application (her part and your part). If she goes on welfare before your visa is approved you should expect a refusal.

Also, even after PR is granted, the PR's sponsor is responsible for repaying "the Crown" for any social assistance the PR receives (for three years after becoming a PR in case of spouses...think it's 10 years for sponsored parents, and no clue on lengths of time for any other family members).
