Is it possible to get refusal before giving the biometrics???

Did anybody got refusal who has not yet appeared for his/her biometrics?

Or do they wait until you give biometrics to send you a refusal ..... in case vo has really made his mind to refuse you on the basis of eligibility.
But just waiting on the applicant to submit biometrics?
Has this happened to anyone?
