Is it possible to get a master's in Newfoundland but go to Manitoba for PNP?

I know it sounds ungrateful but I've heard that NL has the highest unemployment rate in Canada.

If I can't find a job with my PGWP in NL, is it possible to transfer to Manitoba, get a job there and use their Manitoba Experience PNP?

From the looks of it, 1 year PGWP is too short.
