Is it possible to delete existing express entry profile?

I received a letter(in Jan 2017) from CIC stating that I am not eligible for express entry, though i have studied PG diploma in Toronto and have a sibling in Toronto as PR holder. With current scenario my crs score is 410 I want to create a new profile to apply again in express entry. So Can I delete my existing express entry profile and create a new one from the beginning?

You can edit your current profile. Just choose "Edit Family Information" from the top of the page.
However, if you don't want to do that. Just withdraw this profile and create a new one. There is no delete option, just withdraw it.

Didn't they give a reason why you are not eligible ? Your new application must address this issue.
Did you indicate in the earlier application that you "have studied PG diploma in Toronto and have a sibling in Toronto as PR holder".

unless you new application is going to be different on the above two points, another application MAY not help. GL
