You can only work on campus for the first six months. It is often difficult to get on campus jobs so you should assume you won't be able to work for your first six months of studies. After you have completed six months of full-time study, you can apply for an off campus work permit (if you attend a recognized school) that will allow you to work up to 20 hours a week off campus. You should NOT expect to earn enough to fully cover your cost of living.

You might qualify to apply for PR depending on your province of study, your past work experience, whether you have a job offer and other factors. You should spend some time reading through the various immigration categories to see what it takes to qualify for each. This information is available in the link provided below. If you feel uncomfortable researching this information yourself, you may want to consider hiring an immigration consultant.
