I am Bulgarian who live in Japan for the last 7 years. I want to continue my education in Montreal, McGill University.
However my Japanese Student visa will expire before I get the admission letter.
I want to apply from Japan, because in Bulgaria there is no Canadian embassy, the nearest is in Romania.

Therefore I thought of applying first for tourist visa and after i get the admission letter,
while already in Montreal, to change the status to student visa without going out of Canada.

In Japan many students comes as tourists, arrange their accommodation and than apply for university without going out of Japan.
Please let me know if this visa transformation is possible according to the Canadian Immigration's Law.

To the best of my knowledge "student visa" can only be granted from a Canadian embassy outside Canada, although you can come here on a visitor visa you cannot apply for a student visa while you are on a visitor visa.
 
Your best option will be to go to Bulgaria and then apply, I am sure other Bulgarians apply to through the Canadian embassy in Romania so it should not be a problem for you
