Hi,
I am 16 years old an I have lived outside of Korea all my life since I was three months old.
In two years, I will need to sign up for the draft. However, I cannot speak Korean at all.
I am currently in Canada alone, under the 6 month visa waiver program.
Once I reach the age of 18 years and 3 months, I will not be able to renounce my Korean citizenship, which means I will not be able to return to Korea without being punished.
My mom is back in Korea with my grandma, and I still want to visit them.
What options are there for me to become a PR or citizen of Canada?
And I am planning on studying here within a few months.

Refugee isn't going to work for you. Avoiding the draft doesn't qualify you to apply.

If you're interested in become a PR (you have to become a PR before you can become a citizen), you should explore other ways of doing this (e.g. skilled worker class, Canadian experience class, etc.).
