Is it possible not to get ITA even if you are above cutoff score?
Has any one seen this type of case?

Everybody that does meet criteria for the ITA draw (that is CRS score minimum as announced or higher and he belongs to the restricted cathegory if such catherogry is identified for that draw) does get ITA.
