She's a Canadian Citizen... But if she comes back here in Pakistan and apply from here wouldn't the visa officer ask us for proof that we will go back to canada once we get the PR? If she's a Citizen, she can apply for your PR from anywhere in the world.
If she's a PR, she must be residing in Canada to apply, and also during the entire application process.

- inquire with realtors about buying/renting a home. Print the email correspondence out. Include specifics, such as what kind of home you want to rent/buy, what your budget is, what neighborhood, etc.
- if she has a home, bank account, etc. in Canada, she should include proof of that.
- if you two will be living with her parents/relatives/friends until you find a home and job, you should get a signed letter from them saying they will let you live there, or that they are giving you financial assistance, etc.
- contact potential employers about finding a job, and print out the email correspondence. She doesn't need to prove that she has a job, but she needs to prove that she is looking for a job and wants to find a job for moving back to Canada.

It would probably be a good idea if he is more specific than vague - for example, if he owns an apartment or house that you two could live in for free, he should mention that. Or if he is going to let you live in a room in his house, he should mention that. I think CIC likes details and planning. They want to know that you and your wife have a concrete plan for your lives after settling in Canada.
