We are living outside of canada and we applied as an outland applicant also have 9 months of daughter and applied Proof of citizenship Certificate for her ,now i got medical request for me and also for my daughter is it ok that they want my daughter's medical assessment if she already a citizen and waiting for POC ? My wife is sponser and living with me.

You should amend your application because you are supposed not to include your 9 months daughter into your application (because she is Canadian by decent).
okay but when i was filled my generic form online there was guide line which is :

Dependants
You must provide details about each of your family members, whether they will come with you to Canada or not. You must list all your children even if they are already permanent residents or citizens of Canada).
Yes, the new online instructions are different and I cannot square this with the experience.
I think all you can do is raise a webform, your citizen-daughter does not need to have the medicals.

yeah i think thats the procedure now. so just book an appointment for me and my daughter for medical hope everything will go smoothly.

Since the medical is NOT and CANNOT be required for a Canadian citizen and it also costs money, you do not need to do this. I can't guarantee it won't be delayed - hopefully if so not much - but webform, ask the clinic to perhaps send message 'canadian citizen not examined' and even ask MP to send inquiry about this will deal with it.
And hopefully if enough MPs' raise this question and complain the requirement will go away eventually. It is clearly a mistake.
I compeletly agree with you. We shouldn't have had to take our toddler to do her meds when she is Canadian. We too were quite confused. The panel physician she said she had never seen anything like it before and it was, like you said, a mistake. She asked us what we wanted to do and if we wanted to go ahead with it or leave it alone and just have my husband do his. I panicked and asked her to examine our daughter. I didn't want them to come back asking why we didn't even though she should not have to and that it might have caused a delay. It cost them both 13 million Iranian toman. That is A LOT of money! In the end though, she "passed" lol. Idk what would have happened if she didn't. All of it is weird.
I understand where you were coming from - and indeed for biometrics I've sometimes suggested to go ahead and re-do because it's not that much money, but yes, for medicals, it is a fair amount of money.
Note that 'passing' is not really an issue for family sponsorship apps (spouse and dependents that is), the only medical grounds for 'refusal' is danger to Canadians, and mainly comes up not as refusals but treatment and monitoring i.e. in cases of contagious diseases such as tuberculosis. In other words there are hardly ever refusals (none I'm aware of although I assume it's possible).
