Is it easier for a Canadian employer to hire a foreigner who is in the job Bank than one who isn't?

In the past it was just a must part for your EE profile. It is mainly used as:
1. way how to do advertising for LMIA (knowing that not many Canadians job seekers do use it and it is accepted and free source)
2. a way to advertise low cost jobs if you want to save money on advertising (but then of course you have no intention of doing LMIA for somebody).
So compared to other sources like indeed, monster, workopolis or linkedin it is pretty weak.
And no there is no advantage for the employer hiring foreigner from Job bank other than being it free to advertise.
