Is it considered a Visa rejection if H1B doesn't move forward after RFE?

Hi,

My H1B petition was filed in 2018 which got picked in the lottery, but it soon went to RFE and then got rejected.
So my question is- Would this be considered as a visa rejection? Because I didn't go for stamping and didn't receive any form of clear documented communication either from my employer with the reason and details.

Yes it is considered a rejection. But this is okay. It will not affect your EE as it is not due to misrepresentation or some other serious issues. You do not need to offer much details regarding to the rejection. You can just simple say:
Yes. My H1B visa was rejected on XX/XX/20XX

I had similar backgrounds and it has zero impact on my EE application.
