a provincial nominee approved can "abandon" the application and switch to CEC?

Background: I have completed one year of work in canada and i do qualify for CEC but i wasnt aware of such program so i had applied for a provincial nominee program and got approved, so now they tell me to submit paper documents to the Federal. Now im wondering if it would cause any problem if i decide to ignore the province nomination and apply directly through Express Entry CEC program.

I think you can decline the ita, recreate your profile and change your stream from pnp to cec.

Not quite what i meant. Im referring to pnp in province, not via EE.

Eg. Province approved the application and now i have to send the PAPERS via mail to ottawa.

I wanna drop that and create a EE profile for CEC
