An original Letter of Acceptance is the requirement for study permit. IELTS/ TOEFL fall under Admission requirements for particular courses in Universities.

Agreed.

But, IELTS is almost always a "STRONGLY recommended" item (even on the Visa Checklist, its stated as a "STRONGLY recommended"). I do not think if you can move ahead without IELTS.
 
Its not a stringent process. All you should know is that you should have atleast a couple of months for IELTS/ TOEFL before you want to get admission into a college where such scores are a necessity for an application to be considered. Mostly all well reputed universities in Canada require this. And as Enfield said, its Strongly Reccommended since it verifies your command over the language, and for Visa, its all about such original/ verified documents that matters.

it is requirement of college or embassy.
i got LOA should i still do IELTS.
 
IELTS is not compulsory as long you have one of the following substitutes:

- Ielts itself
- language program
- studied in an english medium school and going to a University and the ielts was waived. For e.g I know someone who applied through Admission Advisors and have the ielts waived. He still got his visa but its always for the university. Its very rare that they waive of the ielts for colleges or atleast you would have to take the language program

Agreed.

At the same time I am of the view that reality is different thn rules. By rules, I must agree with you but by reality, without IELTS almost no chance exist for those applicants coming from Asia.

Its always a much better choice to have your IELTS in order to satisfy the appetite of the Visa officer. I have no reason to think that the concerned Visa officer acts 'by rules'. He love to exercise arbitrary discretion.
