I am planning to do certificate course from Canada, because my points are not completing for Canada PR Visa , my question is this, after completing course from Canada, still I need IELTS general in future. My current IELTS general will expire next year.

I've heard you don't need a language score IF you have completed your Bachelor's in Canada....

Not very sure... check other people's posts.
 
For international student IELTS Academic is must with minimum 7 band.
 
In express entry you have to take IELTS or CELPIPS. It gives you points so doesnt matter where you studied. You need it for sure.

Please don't post if you "heard" something but don't know for sure. Because you're posting plain wrong information. Language test (either English or French) is required for all PR main applicants (and for dependents if dependent points are claimed for language test).

Yes, you need to take IELTS general for EE.
Please note that your IELTS is valid for two years.
