Is EE FSW (Outside Canada) still open

Hi Members,

I am asking on behalf of a friend — is EE FSW still open for applicants outside Canada?

Especially for the categories:

Cyber Security

College Professors

Are there any occupations that are no longer eligible to apply for FSW? If applicant's are outside Canada (Non-CEC) If so, where can I check this?
