So I earned my BSc degree from a non-English speaking country. Then after that, I moved to US and obtained 2 new degrees (master and PhD). Do I need to evaluate any of my past degrees?

I suppose the degrees I obtained from US will not need evaluation. Do I still need to evaluate my past degree in my home-country?
 
You need to evaluate any degrees you are claiming points for. If you are claiming points for a PhD, then you need to have your PhD evaluated, no matter where it was obtained. You do not need to have your masters and BSc evaluated to get points for your PhD, though.
