Is decision made with an application processing update medical/rejection??

I have a friend who applied from Pakistan but living m working outside of it in FSW category given the timeline as under


application recieved for permanent residence on October 15, 2009.
application reviewed and letter sent on December 17, 2009.

application transferred to the London England office on December 22, 2009. The

A decision has been made on your application. The office will contact you concerning this decision.
Your application was reviewed and we started processing on March 6, 2012.

And ecase status is showing a decision made

Most of the decision made prior to medical requests are percieved as rejection but isnt this processing date's mention slightly different?

Please freely comment and share if ur in the same boat or you have enough knowledge to share regarding such developrments

Unfortunately it is rejections for majority of the cases.
Rarely its a system error.

Suppose if it is rejection..there must b other ways around..appeal,re-application or sumthing??
What if arranged employement is provided in the current xpected rejection or Post rejection phase?
 
AEO approval takes 5-6 months, after which u can apply as FSW2.

And re application in FSW 1 also requires the same aeo approval?
 
There is no re application, u start all over again with an AEO as FSW2.
 
i read on this forum that when your case move from old immigration system to new system they actually close the case(mark decision made) in the old system & move the case into new system. this could be one possibility but anything is possible.

Yes its actually a decision made at the outside and in the inside there is a decision made addition and along with an application processing date's update on same day as checked

I searched alot of posts here n i have mostly seen either only decision made without any further addition of any processing dates or only processind date's addition with an ecase status IP

And thats where it is confusing a refusal or further processing
