If your spouse lives in another province (Saskatchewan), do you still need a CSQ?

CSQ means: Certificat de Selection du Quebec.
If you are gonna live in Saskatchewan or anywhere else in Canada that is NOT Quebec, then you dont need it.
CSQ is for Quebec applicants only.

That's what I thought, but the general application form makes you believe its required by all.

"Have you received CSQ?"
"If yes, please indicate number"
"If no, when did you apply for it?"

Guess just write "N/A" on it.

Some forms are used for more than one type of application (perhaps for Spousal Sponsorships, as well as Federal Skilled Workers, for example). Don't let the CSQ question confuse you. Definitely only needed for applicants who live in or plan to settle in Québec.

Hi, i would like to know whether the CSQ is required to sponser my wife. i am a canadian citizen (ex-resident of Quebec) living outside Canada now, but upon approval of my Wife application, we intend to live in Aberta. So i'm really confused .

As per your other posting, I believe that since Quebec was your last resident before moving out and returning, CIC is assuming you will return to the last official canadian address which is Quebec. You filed taxes under Quebec tax rules, etc. So this is why CIC request a CSQ.

I am trying to find more info for you now, but my understanding is that you will not need a CSQ. A CSQ is needed only for those applicants who will be settling in the province of Québec. You will need to make sure to show CIC a very good plan detailing your plans to settle in Alberta (you are required to satisfy them that you return to Canada, anyhow, as an outland sponsor, but you will need to make sure they know you're definitely heading to Alberta). I'll be back if I can find anything more definitive for you on the web.

Man, the CIC website leaves a lot to be desired. All I could find was what is in the outland application guide (http://www.cic.gc.ca/english/information/applications/guides/3900ETOC.asp#3900E3):

Sponsors living in Quebec

The province of Quebec is responsible for determining whether sponsors living in the province have the financial ability to sponsor family members and the length of the undertaking.

Sponsors living in Quebec or currently outside Canada but who intend to reside in Quebec upon their return must only complete the Application to Sponsor, Sponsorship Agreement and Undertaking (IMM 1344), the Sponsor Questionnaire (IMM 5540) and provide the required documents. Sponsored persons who intend to reside with their sponsor in Quebec are not required to sign the IMM 1344.

If the federal eligibility requirements are met, the Case Processing Centre in Mississauga (CPC-M) will send the sponsor a letter with instructions to download MICC's undertaking kit, then to complete and submit it to the MICC with a copy of the letter from CPC-M.

As you are not living in Québec and do not intend to reside in Québec upon your return, I don't think you have to deal with Québec at all. Again, CIC may question your plans, since you formerly lived in Québec and will be resettling in a different province, so you need to pay special attention to the proofs that you supply to show CIC your plan to return to Canada.
