Is COPR accepted as legal document for H1B Dropbox

Hello,

If PR card is not received yet and if we are in Canada, can COPR be submitted as document to prove legal status in Canada?

Or should be wait till the PR card is received to submit dropbox documents?

Any one had any experience /thoughts?
